Wanna Client

My son’s employment was terminated due to insufficient French. He was given permission to use his own laptop on company premises and was given access to and he needed to use the company’s client databank. He never signed any type of confidentiality agreement(s). Can he use this list to query his former employer’s clients offering his own skills as a freelancer?
